Well, much time spent not trying or experimenting.
So, plug in was installed at the network level in my multi-site sandbox. I had an expectation I would be able to see it installed in all my sites. It was not there. It turns out that even if you do not see the plug in all your sites, once it is network activated you can use it in all your sites. Took me a while.
